Inside diameter is the straight distance across a round ring's open center. Inside circumference is the distance around that interior. The relationship C = π × D assumes a circle. If the inside of the ring is bent, oval, or irregular, one diameter cannot create a precise circumference or ring size. Have that ring inspected instead.
